Dx 12 or dx 11
Also what settings?
If you mean dx 12 then by reading so many posts about bugs and glitches you shouldn't be surprised.
The answer then is always the same : wait for a patch.
If you mean dx 11 then thats where it becomes werid and requires further notice.
I'll let you know if it makes any difference regarding the water
I tried dx 11 and 12 on low, medium, high and ultra quick settings, but no water was visible at any point. I did this standing beside the ruined village at the start of the game (by the drowners)
Try this mod it changes water , maybe it would help.
What is your GPU and CPU? And ram ?
Have You deleted old mods and old settings in documents?
Settings deleted prior to reinstall
That mod doesnt fix the invisible water bug. It's a great mod though. I haven't experienced it but I've seen a few posts about it. Hopefully cdpr patches it.
