Turn off Raytracing and your FPS will be back to normal.
Without RTX I get like 80 FPS. This isn't bad, but I want to experience the new raytracing stuff and I know my system can run it. I still get the low CPU usage problem without RTX as well. Meanwhile, every other game runs just fine.
Trust me, it's right. I tried other games (played some Red Dead 2 earlier today and my CPU was normal). The issue persists even with RTX off too. My brother has the same issue and he has a 6900 XT and a 5900x. So it's not just me having this problem.
Your system can run it *on paper*.
Just check these forums, people with 3080s are complaining a lot about RT ruining their FPS massively, so either it's not properly implemented, or bugged, either way, right now, just turn it off or wait for the next few patches before starting your run.
Funny, I also get mostly 60-70, sometimes 80-ish, with all on Ultra+ except for Shadows and Background on Ultra.
That performance result stays the same in DX11 (thus w/o DLSS) and DX12 w/ DLSS Quality.
All that on an RTX 2080.

- 32GB G.Skill RipJaws V DDR4 3200MHz
Gaming in 1440p on 144Hz.
Reaching 35-50 FPS with RT on.
But unlike others in this forum say RT seems not to be the real problem here.
Even if I turn RT off I just gain 20-30 FPS, no matter what graphic settings I use from Low to Highest it does not change anything in performance.
GPU chilling at 50-60% usage
CPU is asleep at 4-8% usage
The Problem seems to be the DX12.
If i turn on the "old" DX11 interface the game runs smooth at 125 FPS all settings maxed out.
GPU usage at 90-99%, CPU usage at least 20-25%.
It's just an other software flaw where they produced a pile of software garbage and presenting it as bleeding edge.
Use DX11 with highest preset as workaround and don't care about RT.
It works for me.

Yeah, atm u cant much do about your 30 fps. It is "okay" for me, but i doubt that the performance will be much better in the future, even with some updates.
