Report a translation problem
I ran a test, starting a new game using both methods. GPU is a 3080. Graphics settings are all individually maxed out. My GPU is running between 50-80% as I spin the camera, with something like 60% vram being used. It's approximately the same starting it with or without the launcher. If I had to pick one that performed worse, it'd be the startup with the launcher... but not by much, if at all.
I'm uncertain what's causing the issue for you, but that's very strange. I don't see why the launcher would have anything to do with the in-game graphics card usage.
