Level limits for full quest xp rewards changed in 4.0 update?

I noticed that it seems like there is now a blanket limit on character level limit for quest xp rewards based on recommended level. As far as I can tell the limit for all quests is now 9 levels above recommended, whereas in the old version it was closer to 5 levels above, and in some cases only 3 levels above recommended depending on the quest. Has anyone else noticed this or am I potentially experiencing a bug? If it was a conscious change I think its great because it was annoying planning out quest progression to min/max xp in playthroughs prior to the update.

Agreed - there are many small changes the really enhance the flow of the game.

i noticed this
not sure but somehwere between 5 and 10 level difference anove quest recommended level and the XP gain per quest is less than 10 xp ( usually 1 or 2 )
some youtube video mentioned its about 1/15 of total xp when you out of range

but then there are level 20 mobs (arachnids & arachnea) that still give 20+ xp while being 10levels below my character (blood and sword difficulty)
