What does Camera Lens effect do?
I thought it removed dirty lens effects, i.e. water drops appearing on screen during the rain, but it doesn't seem to unless mine is bugged.

It doesn't remove the water/mud etc. It removes the more subtle spots of dust etc which you can see in direct sunlight pretty clearly. Not as dramatic a change as you'd expect.

Well, that is annoying enough for me to turn that off. If I knew of a option in the game to turn off the water/mud on the screen, I would turn that off too.

I imagine there are mods that turn off all of that, probably with granular control as well. For instance the water hag goop attack has a gameplay reason for the camera effect so you might want to keep it.
