Any downloaded mod you have should say in the description or where the files are what and where to put the xml. Don't forget the bin file as well. Which mod needs a mod menu?

Ok so that mod says in the description that the mod itself does nothing. Its just a base for other modders to use to mod appearances. Its a mod tool.
my mod menu doesnt work either and im not sure why

That xml file you had to edit is what makes the actual in game mod option appear. Glad it's working now.

Go to "<game_path>\The Witcher 3\bin\config\r4game\user_config_matrix\pc\" and open "dx12filelist.txt" or "dx11filelist.txt" (depends on your configuration). Then add a new line "modGearLevelScaling.xml;" at the end of the file. Whatever mod you are using will have it's own line that has to be added but the location is the same. Make sure you save after editing the ds12filelist.txt or dx11filelist.txt. Oh and don't use the quotes when adding the line. should be modGearLevelScaling.xml; or whatever the mod says to add.

ds12filelist.txt or dx11filelist.txt.. then what? I have 20+ mods but I dont have the menu. I tried adding Mods.xml; to both files but the option is still not available ingame.

The place where you downloaded the mods should have on the description page or under install directions specifically what the line is you need to add. For example:
modGearLevelScaling.xml;

You have to add a seperate line for each mod that needs one. Just adding Mods.xml; won't work. Also make sure you're using the script merger program to avoid conflicts.
