Music bugged ever since completing "next-gen" quest
There's just some static-ish background music ever since I completed this quest. No combat music or usual ambient music. Fast Traveling between the same zone has no effect. Fast Travelling to White Orchid and back works.... until I load a previous save or just shut the game down and boot it back up.

Is there any way to PERMANENTLY fix it?

I think I've had what you're talking about (though I wouldn't call it static). It seems like that quest changes some kind of default ambient background and when you leave that doesn't get reset.
Travelling to other areas of the world map seems to set new default ambience and overwrite that (like Novigrad instantly gave me the regular Novigrad background). So, for me, I just continued playing, saving in other places etc. and it went away. Possibly after saving elsewhere and quitting the game and coming back later. Not sure what exactly triggered it.
(But *ahem* it was the same thing with one quest involving the Voodoo Boys in CP2077 until it got fixed, so I was trained to keep my calm :P )

Entering and exiting the Novigrad sewer somewhere. There is always a sound reset!

I already tried saving after "fixing" it, but it kept reverting to that ambient "static". Not sure how I'd word it, it's like pulsating static-ish track that after a while has a headache effect for me.

I'll try stuff around Novigrad, I just want to get rid of it at this point so I can continue playing normally lol

Same problem. Traveling to another map fixes the problem temporarily but sadly, it just comes back when I reload a save...

True, same thing for me, but after several failed attempts I was finally able to fix it once and for all by travelling to Oxenfurt and reaching Whoreson Junior's house through the sewers (I had already completed the quest). This section has its own music, which replaces that of the Next Gen quest, only to give way to the "default" Oxenfurt city music when one exits Whoreson's garden.

I got it fixed by doing some quest and saving afterwards. Think it was the quest to find Hendrik or one of the Witcher contracts around that area of the map.

I have a catastrophic bug with music.
After passing the quest "In the shadow of the eternal fire", the music from this quest plays in all locations. Even in combat. Reboots did not help, rollbacks did not help either - it stably bugs after the quest.
Temporary exit - teleport to the White Garden and back - music is repaired with a 50% chance before the first load. After any download in any location and even in battle - the music of the next-generation quest.
How to be? Play the same soundtrack the whole game? My Witcher 3 has turned into a teleport simulator in White Chance with the hope that everything will be fixed, I see downloads more often than gameplay...
