Before the first PC hotfix, DLSS 3 was pretty much broken, after though I've found a way to stabilize the game almost, completely.

Most settings are High-Ultra it doesn't really matter.

Raytracing enabled, but only for lighting, and for ambient occlusion.

DLSS 3 set to either Performance or Balanced, can't really see a difference at Performance setting, DLSS 3 is just overall much better at making good picture quality with Performance mode compared to DLSS 2.

At this point if you ran the game you'd probably still see some frame stutters, or lots of lag, if Raytracing is off you'd see around 170FPS at least out in the wild. with RT on you'll be getting around 120FPS stable.

First you'll need to go to NVIDIA control panel, manage 3D settings, and select The Witcher 3 as the settings you'll want to change.

Scroll down and enabled Vsync to ON (in game DLSS 3 Frame Generation will not let you enable Vsync), after that set MAX FPS to 120.

Enter the game, and you should have a very fluid game for the most part, to solve any sort of stutters or FPS drops during cinematic etc, simply PAUSE the game with the escape key, and wait 2-3 seconds, i'm assuming that this works well for Frame Generation because it lets the GPU figure out/render all the next possible scenes and you shouldn't have any issues after pausing it.
