Enable Hardware cursor in the options? If thats what you mean ....

Why is it in video -> display instead of, perhaps, control settings with the rest of the mouse settings?

I'm deadly serious. If you're gonna default a setting to a selection that absolutely nobody wants, you should at least put the option somewhere obvious instead of hidden in an unrelated section.
