dx12user.settings
I found deleting my "dx12user.settings" in "documents/witcher3" and then booting the game up magically allowed me to change some settings and them actually be effective. for example changing my resolution now actually gives me an FPS boost now whereas before quality would change but no boost.
DLSS gives a decent boost but not much difference between quality and balanced.

there are some RTGI settings in dx12user file that can be changed but i don't know what the lower and upper limits are on these to make actual changes appear in game. someone with better knowledge of the .settings file will know more than me but it's worth exploring.

I was playing with this file, changed some lines RT related, lowered them and unfortunetly nothing changed. MAYBE 1fps here and there but I think dx12 is broken so much that 90% of setting are not working properly or dont change a thing in terms of fps

dx12 is heavily CPU bound, so msot settings will have effect on visual but not on performance, unlesss its something cpu is involved as well
-one thing could be changing cloth simulation settings, which for some reason have "false" value, while the "true" should reduce strain on CPU and move it to GPU
