Game breaking bug - On Thin Ice

End game spoiler warnings.

The game is broken for me currently, I'm doing the final quest of the main story, "On thin Ice". After speaking with Avallach and beginning the cutscene where he uses the sun stone, it plays to the point where the wild hunt arrives and Geralt along with the soldiers are supposed to be frozen, but instead of playing the rest of the cutscene, the wild hunt guy hits his staff on the deck of the boat and it just ends the cutscene, throws me back into the game as Geralt in the icy boat area and I cannot progress any further.

The quest ID is Q501 Eredin, but I was not able to find the "facts" for this quest to try and force completion through the command prompt. Does anyone have experience with this bug or know how to progress? I have some PC mods installed but none that should interfere with any cut scenes and this is the only time this has happened. I've also tried changing to DX11 to see if it was an issue with graphics settings and the cut scene somehow but it did not work.
