If you have already followed this process in order to vanquish the spirit, then it may indeed be bugged. Have you tried earlier save and tried again? If that doesn't work, you can load an earlier save, decide to "help" the spirit by bringing the ingredients required for a ritual to set it free. However, before you can release it, the game will give you a choice to proceed with releasing the spirit, or, to trick it. Killing it in one hit. That will bypass the bug.

Again, if reloading an earlier save doesn't work, then unfortunately there is no fix. The quest is simply bugged on that particular playthrough, might not be bugged on your next playthrough.
Instead, like I already explained above on this thread; There is a way to circumvent the bug if you want to kill the Willock. First you must unload an earlier save, speak to the Willock > decide to help it > gather the requested items > return to the Willock > proceed with the instructions and then instead of releasing the spirit, you can kill it instantly. Problem solved.
You could also circumvent the bug altogether by helping the Willock and releasing its spirit.
Tell that to Grimnismal, who somehow missed the memo or who was hoping against all odds that there might be another fix.
