The balancing when it comes to armour and weapons does leave a lot to be desired. I've always maintained that there is just too much equipment to be found in the game, which makes any individual piece less special. It's also widely agreed upon that Witcher gear especially is just too powerful because it renders everything else redundant.

It just seems like such a waste of what could have been a decent system considering there are SO many crafting materials and schematics for weapons and armor. There is an entire dismantling system for junk. Just to be able to find something better 5 minutes after you crafted it and anything you can craft better than that is locked behind a level requirement. I don't think the system was fully thought out.
There's a mod I used to address this which removed level requirement for gear. It made crafting gear make more sense since I wasn't level locked for the high tier crafted armor so I wouldn't just replace it a few minutes later with some random chest piece.

Mmm, to address the first question, crafting exists basically for set bonuses and customizing styles. The different Witcher school gear designs you unlock can be crafted and upgraded up to Grandmaster level where they grant a unique set bonus for wearing x number of those specific pieces. Additionally, many of the crafted items have unique designs that you can't find just by running about the world.

To address your second question, weapon\armor levels exist to prevent power creep and to encourage exploration. You might think you want a level 30 sword at level 1, but if you still had to fight hundreds of level 1 through 30 opponents till you reached enemies that could actually rival your gear and present a challenge, you'd get pretty bored. Having the best gear spaced out by level also kinda forces you to experiment with some of the weapons\armors you pick up that definitely aren't the best but might be fun to mess with for a time. Maybe this ax looks fun to swing for abit instead of a steel sword, maybe this chest has 100% bleeding immunity, maybe this new silver sword has 30% chance to freeze, etc.

As to your third question, the game marks enemies with the appropriate sign for your level so you know what kind of gear is going to drop. It isn't telling you "you can't beat this" as much as its telling you "come back later." The game will reward you for jumping ahead anyway (by dropping the diagram, wep, etc) if you do beat it, but its not designed to let you equip that level 30 sword at level 1 for reasons I explained above.

Good luck out there!

Oh i'd assumed there was a mod to remove it

Thing is, a mod to change or remove it doesn't make it better, just different. The system is there for a reason. Like AFD86 said above, the game would be a cakewalk without level reqirements for items. Is the system perfect? no, but is is the best available in the game, mods just make things easier.

I explore a lot and seek out every question mark on any given map. As such, I didn't worry too much about gear as I was always finding awesome pieces hidden in chests etc.

Just yesterday, I took on a red-skull cyclops (skellige); at level 54; when it was 62 I think. It took a bit of prep (ogroid oil and lots of "Quen" and "Igni"), but I killed it. On the other side of the coin, I tried that Blood and Wine opening mission and got my a$$ handed to me... they were one-shotting my Quen, then me; mainly because they didn't pay much attention to those other two fools; they all came after me.

I am kind of new to the game, but I have noticed just how silly the weapons/armor is too. Pretty much every mission, I find a sword or piece of armor that is "better"; but I noticed that most simply do more damage/take more damage, but generally don't have the upgrade slots of the witcher gear; so you can do more with that then with regular gear.

witcher gear by far looks the coolest and the hunt to find all the pieces and upgrades is worthwhile enough to warrant how good it is.
