"Those 2 quests are not really bugged, per se - they just need to be completed prior to starting "A Matter of Life and Death and "Now or Never" - the "Triss" quests in Novigrad.
There are a few that have stated that these can be completed later in the game, but I have been unable to confirm that.
You can do both of these while doing the "A matter of Life and Death" with Triss - but you will not get any opportunity to do them once you finish that quest.

You can do them at the start of Act 3 (during the main quest) when you first arrive at the rosemary and thyme. You need to see Yen, Triss, Ciri and Avalch for various quests etc - when you talk to Triss the option to ask her about the statuette becomes available - and you can decompress them both one after the other too.
However if you do these quests and trigger going to Skellege then you can no longer talk to Triss about them to decompress.
