In case you're concerned about whether you can run the game after December, the GOG version is for sale for 10 euros, right now.. It's a great chance if you can afford it, in order to keep the current game forever.

i played it in 2015 wirh gtx 970 maxed 10880p 60 fps now with mine RX 6700XT i will plat i maxed 1440p 60 fps and ray tracing with FSR 2.1 I Ray tracing makes a huge improvement in graphics it is worse to replay the game just for ray tracing

Should I upgrade from GTX 1070ti then? I will play on full HD still, but for me the fps and graphics quality play a huge role in gaming. I aim to achieve atleast High settings with solid 60fps in games. My hope is to run Witcher 3 next gen on Ultra without ray tracing on 60fps 1920x1080.

That's more or less the impression I got too. The move to an updated engine probably compensates for the impact better textures and polygonal detail will have otherwise had on performance so with like-for-like settings between the old and new versions I doubt it will be all that different. And they're obviously not going to make ray tracing mandatory because that would exclude a lot of people from being able to run the game.

I think they mentioned global illumination and ambient occlusion as the only two RT settings in this update? No RT reflections is a little disappointing to be honest but it does tend to be one of the more taxing RT effects. With that in mind it might run pretty well even on lower end RT-enabled GPUs (such as the RTX 2060), especially when using DLSS/FSR.

You still get the update. All it requires is owning the base game.
I don't have an RTX card to use DLSS and I've always had a bad experience with FSR upscaling making the games look really bad. System requirements would be nice, as long as I can make the game run at 60 while retaining at least the same level of graphical quality as before, + new content, I'm good. Still pretty cautious though so I'm using the appmanifest read only method so the game won't update until I let it.

This is what i really hate about steam. Of course you can use the offline mode. But lets be serious who can do that for long because you definitely will want to buy new games sooner or later. And once online you cant run a game untill the update is done. It doesn´t matter if you turn auto update off. And this S´CKS. If i want no update why am i forced to install it so i can play again.

I think RT Reflections are in the new update from the clips they showed, it’s mainly noticeable on the water. If you look at the recent video you’ll see a section showcasing scenes with water and the new reflections with RT.
