That's my point actually, and that's why I didn't even bother to go to he king for his aid at all.
Seriously though, if you read the novel series (which i highly recommend), you will know that Ciri has been through all kinds of hell. She was hunted by the Wild Hunt because of her blood. the Lodge of Socceres wanted to use her for her ability and blood rights. Emhyr wanted her to be found by any means which indirectly caused the death of the Rats, the scar on her face, and the life, though short, of a slave. Even Yennefer and Triss, even though her allies, still wanted to decide her life and use her. Yennefer wanted Ciri to be a high class lady which Ciri absolutely hates. Triss was playing the role of the big sister to Ciri in order to suck up to Geralt and crawl in to bed with him.
Geralt, on the other hand, is the only one who understands Ciri. He is the one that is bounded to her by destiny. Geralt knew what Ciri has been through and made it his mission to protect her freedom. Back to your question of why Geralt refuses Emhyr's offer. If Geralt took the offer then Emhyr would certainly order Morvan to bring back Ciri by force if it came down to that. Bloodshed would bound to happen and that just violates Geralt's mission to protect Ciri's freedom.
Based on the events of what happened in the books, that's why i think Geralt refuses Emhyr's help. In the game though, you still can make choices regard on what would happen to Ciri so yeah :<
