Scavenger hunt: Viper school gear quest marker bug?

Hi,

I found the first diagram of the Viper scavenger hunt in the bandit camp, but didn't continue this quest until some other quests were finished. I'm now lvl 10 and wanted to continue this quest. There are 2 items I can choose from: Find Kolgrim's remains or Find Diagrams (1/2).
For either one, when I press Track Quest, the marker points to the nearest fast travel location. When I enter fast travel it stays there. If I go to another random location via fast travel, the marker will then point to that location.
When I switch quests, the marker points to the correct place for that quest again. Switching back to the scavenger hunt points the marker to the fast travel place again.
Is this a bug?

The marker stays at its place when I enter fast travel and see the map. Could it be because apparently I haven't discovered White Orchard yet?

White Orchard is the tutorial location, when you open region map press your assigned key to open global map, the marker will point you to the right region.

Also all quests have shield icons which indicate the region for the quest.

If a quest marker points to the fast travel location, it means the quest is in another region.
