EDIT: Guys, since I still get comments for this post instead of deleting here is why you're getting this error.
Any update that the devs release for W3 will break the mods, even micro updates or fixes(depending on what kind of fixes) will break some if not all mods. Just try disabling the mods and the game should work then.

Go to The Witcher 3\bin\x64, delete dsound.dll and plugins folder.

Solution:
Remove all your mods, remove the “dsound.dll” and the “plugins” folder at “xxx\The Witcher 3 Wild Hunt\bin\x64”. Restore your old “telemetrykeyword.ws” at “xxx\The Witcher 3 Wild Hunt\content\content0\scripts\engine”.

Yep sounds like mods that modify input files are broken for now.

Sorry, don't have much experience with these things, how do I restore my old "telemetrykeywords.ws"? I replaced with the one that came in a mod, debug console enabler, so how do I restore it?

ok this may be to oddest question you will come across here, I can't do ♥♥♥♥ even with a fresh install, when you install with the steam cloud turned on does it also restore the modded files from mods?

Did you delete the Witcher 3 folder after uninstalling? Third party files stay in the install directory, so if you just uninstall and reinstall without deleting the folder in steamapps\common it won't fix anything.

others indicated update can break installed mods. so try removing all mods and if game works then reinstalling them.
