Should I play Hearts of Stone before Blood and Wine?
Blood and Wine interests me more because of the new region. But story-wise is it better to play Hearts of Stone first?

As far as I know, they are two completely unrelated stories. So it doesn't really matter.

Well I'm new to all this Witcher stuff but I noticed that the Hearts of stone missions recommend you being level 34 (or there about) before doing them, I wonder if Blood and Wine will be an even higher recommendation seeing as how most people that completed the main game and previous expansion will be pretty high leveled?

Yeah, I read somewhere that the minimum recommended level is going to be around 40, so it might be kind of difficult to get there without Hearts of Stone. Either way though, I recommend buying both Hearts of Stone and Blood and Wine. Hearts of Stone is pretty damn good and from what I've seen so far, Blood and WIne looks really good too. In the end though it's up to you.

You'll want to do hearts of stone first if for no other reason than to get some more levels before you start blood and wine so you are ready for it. Assuming you don't just use the blood and wine standalone feature to just get a premade geralt ready to go. I'd recommend playing it anyways it is incredibly well done and the story is even more engaging and interesting than the base games campaign.
