Moon Dust bomb diagram not at Herbalist near Oxenfurt

So, I am trying to get Moon dust bombs. Every place I look at says its at the previously mentioned herbalist. I go there and he doesn't have it. I looke through the diagrams he does have to make sure I didn't miss it and it just plain isn't there. What gives, where am I supposed to get it?
