Game capped at 45fps no matter what setting fps limit set to 60

I have a problem where my game is stuck at 45 no matter if its low or ultra settings, I've fixed it before by turning off the DVR feature that Microsoft put in and that lasted about 3 days before the problem cameback. I've tryed turning the DVR back on restarted then turned it off but still locked at 45. I have a 970 and core i5 and can play high-ultra mix but until this problem came, whent then camback again its stuck, any idea why?

ik the problem its ur pc ur 970 canot run the game on ultra @ 60 fps ik that , it runes it at around 47 fps so do your homework before buying a game

lol good one but i had it play mixed high ultra settings at 60 fps (50 in cities) before blood and wine and for three days after... so read it... no matter if its low, medium, high or ultra its 45

Dedicate all cores and threads to the game in the launch options.

mess with vsync settings. Not only in the game, but also turning it off in gam and forcing full or adaptive in NVCP.

ANy time a game is locking at some wierd multiple of 15, Vsync is the first thing you should mess with.

For me this game works best with the game set to Unlimited FPS, Vsync off, then turned on with truiple buffering in NVCP.

tryed it and it still sits at 45 thinking on maybe doing a clean reinstall of the graphic drivers and if still doesnt work then ill try to reinstall the game
