Don't confuse those terms. CDPR uses them differently for a good reason.

CDPR releases an expansion and calls it DLC.
A stand alone expansion is an expansion.
That's how it works nowadays and yes standalone expansion was actually quite common as well back in the days. Back then many things that are called expansions can simply called add-on as well.
