That is gog steam may be different
Does this mod still work? I tried to install it on the GOTY edition v 1.31 and I'm not able to change the FOV anywhere :c
Through my searches i found this page: http://www.nexusmods.com/witcher3/mods/1951/?
On this page is a few mods that have been ported to the later versions. I found the FOV slider mod in here and tried to install it the recommended way with no luck. I installed the mod ON ITS OWN without the Custom Localization Fix and it worked, these were the steps i followed on the page."
If you are new to installing Witcher 3 mods, watch my video: https://www.youtube.com/watch?v=zGXskcB8Li4
IMPORTANT!
In addition to installing the mod as usual, there are two extra steps:
1. You need to copy the bin folder and paste it into your base Witcher 3's game path. If you are asked to write over localization.ini, press "Yes".
The base directory for Witcher 3 for Steam users it something like: C:\Program Files (x86)\Steam\steamapps\common\The Witcher 3\
2. (ignore this step)
3. When you first start the game with the mod installed, you will need to set the FOV immediately in the Options menu. It defaults to 0, so you need to use the slider to adjust it. The vanilla game defaults are 60 Exploration FOV and 60 Horseback FOV.
"
Now, once the mod was installed i headed to the options menu in the main startup menu of the game. Then, in between Credits and Language there will be a larger than normal gap between the two. If you highlight the gap, that is the fov menu. I dont know why it doesnt display the text, but the button still works. Once in the "blank" menu, there will be another invisible button. Clicking this button will bring you to the FOV menu. I recommend setting both values to 40 (the minumum) and heading into the game, before changing it to your preference as it gives you a feel for what a dramatic change it causes.
This is the method that worked for me, i hope this helps anyone who has had the same issue.

Up the top it has a link to a dropbox with the fov updated download link.
