I know old thread but if someone wants an answer, yes I found how to do that. I modified user settings file in My Documents.

C:\Users\[YourName]\Documents\The Witcher 3
Open user.settings with notepade
Find [Localization]
And make sure it's those lines:
RequestedSpeechLanguage=EN SpeechLanguage=EN RequestedTextLanguage=FR TextLanguage=FR

Menus and subtitles will be in french.. but all voice will be in english! That's probably the best we can do!

Since the next gen update, this is still a valid answer, but you need to edit dx12user.settings instead
