No level requirement mod on Nexus mods is your best mate right now :)
I too disliked the idea of having artificial limitations to my gear, so I simply got rid of it by using this mod. Believe you me, it doesn't break the game at all. More like improved my overall experience. Just try it, it's my second most favorite mod out there for the witcher III.

Yea my problem was when I could equit with viper armor myself, it was end of the game.
