The Taxman Cometh bug?

So I had the interrogation by that tax collector who then slapped me with a fine. I elected not to pay it and just forgot about it. This was many hours ago in my game.

Yesterday I was in the area and the same interrogation scene triggered with the same questions, and he once again told me I had to pay up. As if the first time had never happened.

This is a bug right? As opposed to being by design because I have gone too lone without paying the fine? Or because I have redone in the intervening hours whatever it was I did to trigger the quest the first time?

On another note, I read that this quest was introduced to punish players who used "exploits" to make money? Seems to me I did nothing more than the standard loot-then-sell that I would in anyother RPG. Was there some RPG player's code of conduct about not selling the hides of defeated beasts, that I have been unaware of all these years? :)

Just pay the guy, depeing on how your taxes are, mine was very low, and I got a diploma after, so the NPC doesn't bother me anymore lol, tax collectors..... -.-
