Can you win non-Skellige gwent cards in Toussaint?

I've just started the Blood and Wine expansion and won my first Skellige card from the innkeep at the Cockatrice Inn, but I'm just wondering if it's possible to win cards from the base game in Toussaint from random merchants and innkeeps or if you only get Skellige cards there.

My magical gwent handbook says I'm only missing one card that you win from random NPCs, but I'm having a hard time finding ones I haven't beaten in the base game regions. I've already spent way too much time quicktraveling around between villages looking for people I haven't played, and I was hoping I could just pick up that last card while doing the expansion stuff.

Filter for Gwent players - note that a few disappear due to story events.

Even with those gone, there's more than enough traders to complete the vanilla set.


And no - it's highly unlikely that the two sets intermingle like that.

Thanks for sharing the map-- I couldn't recall finding anyone to play with on Temple Isle in Novigrad before so that helped me avoid having to methodically check every location. Turns out that was the last base card I was missing.

I've generally tried to play against most every gwent playing character as I encountered them, and to play until I beat them at least once, but there were a few I challenged and lost against so their gwent dialogue options were greyed out, which made it harder to tell who I had already obtained cards from.
