Can't craft Runestones but I have the diagrams, please help?

I currently am level 20 and I bought all the greater runestone diagrams from the fake priest in Novigrad by Electors' Square. The diagrams show up as craftable in the crafting menu when paused but when I go to a blacksmith or armorsmith they don't appear at all under Upgrades. Am I missing something or is the game bugged or do I need all the lesser diagrams first?

Only a handful of blacksmiths can craft greater runes. You can turn the filter on that shows which items that NPC can't craft, then you'll likely find the greater runes in there.

Do You have enough components (standard runestones) and have You tried with Master level craftsman?

I'll give the filter a try, and I'll try and find a master level craftsman, I have all the necessary runestones for crafting them

You don't find master level craftsmen. You need to complete quests to create them.
