yet i heard similiar problems from others just like yours. something to do with steam.
It will tell you if you're missing any.
Even if you don't miss any, I needed to find the hidden player in the crematorium N of Oxenfurt Gate because I did the quest post-game end. Quite a few of the NPCs who play get killed off (Baron quest - swamp, they hang one; Skillege, civil war - one gets killed there aside from Mad Clan chief).
It is possible to complete in 1.22 and only collecting them after the main story is finished (barring the "missable" ones that you HAVE to get before certain plot points - #1 in the first area, #1 Inn keeper in 2nd area, then the various NPC / Quest special cards).
You also need to save merchants from cages - if you do not, you won't be able to complete your set (notably Lidenvale).

Is REALLY useful - turn off all the labels barring innkeepers and gwent players. There are merchants who also sell cards - notably in the Velen areas around Baron's keep. Blackbough / Lidenvale in particular stumped me - I attempted to buy them from those merchants and they had no card inventory, I returned after a week (restock) and suddenly they had cards.
As long as you make sure that you don't miss any cards, all the secondary missions can be completed quite late into the game.
I was level 25ish before I started with it (although, yes, I did read guides to make sure I knew what the conditionals were to not miss any cards).
I'd suggest that you get a decent deck / do all of the specific quests just before Kaer Mohren battle.
You don't need to collect all the trash cards to win the tournament etc - I had 60+ cards left to collect and won the tourney. Although having all the special cards / complete the challenge NPC one-offs *is* required.
