They have little drop chance. But if you buy Blood and Wine you will find a lot of red mutagens.

You get large ones from centipede lairs in Toussaint. Medium ones drop off centipedes themselves.

You can get red mutagens from other monsters, and the new dlc is a new zone which you need to be around 35-36 to begin.

For me I'm lvl 16 now near the orphanage trying to farm red mutagens from feinds & Arachasae for 2 hours but all they drop is green & blue mutagens! I looked at all possible location even seen videos of people killing the Arachasae & they get 3 red mutagens! How come this doesn't happen to me is the game patched so that people can't farm red mutagens. I wonder if someone did susscefully farm after the release of the dlc or any patch cause most hints are from 2015.

yeah what is the reason for mutagens and greater mutagens to become so common in blood and wine ?

If you will explore all the world (of base game), you should have at least 6-7 lesser red mutagenes at the end of story line. As was stated, you will have a several methods to create them when you will progress through Blood and Wine.

Blood and Wine adds a new mechanic in which you get new powers (mutations) but you need a bunch of Greater Mutagens (Red/Green/Blue) to unlock them. It also adds a laboratory in which you can transform you monster mutagens (wyvern/ wraith/ etc.) into normal Lesser mutagens. Also I found some recipes that lets you transform your mutagens (blue -> red; blue ->green; red-> blue; red ->green; etc.) but you need some other components for the transformation as well.
