lol not necessarily.

Only 1 side quest is needed to be finished before continuing on with the main story of BaW. That quests is the at the tourney grounds with that blonde curly haired guy. Other than that, you can delay and savor the game as much as you want. I just finished the expansion and still working on some what around 10-50 quests. POI's and Contracts all together and this is just in BaW.

If you are like me and want to delay and procrastinate the quests since its the last witcher expansion for like..forever - its fine and not need to worry. Its much more satisfying when you finish the whole game's story including the expansion but leave out some quests so you can do them later on and enjoy the game even further. On a small note, the devs made it to a point that your "end game" would be very satisfying if this is the sort of gameplay you do.

on my current save file. ive completed the main game, completed around 3/4 of the side quests of the base game, and have yet to do hos (although ive done it on another save file). my plan was to finish the main story of baw, then do hos, and then do all the remaining sidequests with a well rounded and geared witcher:D

Story and lore wise, I'd suggest do HoS 1st before BaW because the devs tailored the game to end with BaW which "certain" concepts and perceptions in mind (dont want to spoil) But of course it can go the other way around. You'll see what i mean when you finish BaW.
