I am gonna go with an out of date mod. Never seen errors like that unless it's a broken mod.
If not then just verify the game cache and see if you have a corupt file.

Are you running any mods?

delete the console command mod

for me the error message will pop up but if i wait 30 seconds longer the game will still start
