First of all try to catch him at daytime - meditate outside his house and get back. If he is still not here - save and reload. And if that won't work either try contacting customer support with a save, they'll help ;> http://en.cdprojektred.com/contact-support/

But you know that if they won't know about this issue they won't fix? They more people like you will contact them and let them know about the problem, the more chance this bug gets to be fixed.
And about my previous point - merchants work only at day so you won't find them at night, it's life cycle not a bug so the Ducal might work similiar way.
Either way if it's not working at day too just wait for a patch with fixes if you want.
