Finished the Hearts of Stone DLC a short while ago, and I happen to know exactly what language that sentence is in, and what it means.

In fact I was rather surprised to find that (at least to my knowledge) no one had posted a proper translation yet, after nearly a year of the expansion being out.

It's Guadeloupean Creole, a.k.a a dialect spoken only on one tiny island in the French Caribbean, which I happen to hail from. It draws heavily from French, as some people might have figured out. It is also fairly obscure outside of the Caribbean, so imagine my surprise when I heard something spoken in it, in a Polish video game, no less! To say nothing of the creepily accurate accent and pronunciation.

TL;DR the translation is as follows:
Ouw se on coq e coq la se rwa an le pil fimie ay
You are a c*ck (rooster), and atop his pile of manure, the c*ck is king.

G.o.D is basically calling Geralt an arrogant fool (in French culture at least, roosters are a symbol of pride), who can't even begin to grasp his own insignificance.

I'm aware of those threads and the discussions therein, but they only give a translation of the Georgian bits, with which I can't help at all anyway. I'm only offering an explanation of the very first sentence Gaunter says when Geralt pulls him out of the water.
