Can't Craft Crossbows
I have the diagram for the Feline and Ursine crossbows, I'm level 29, but for every blacksmith I go to, they only offer the ability to craft crossbow bolts, not crossbows.

Are the craftsmen high enough level to craft them?

No, do I need to find a master craftsman? If so, where do I find one?

Guy in Oxenfurt for a guess.

It's worth doing either Master Armourer or Blacksmith quest by then, so you can get Greater Runes of your choice.

I got a free set of Wolven chest armour, but upgraded the Superior instead, because it had 3 Greater Runes in it already.
