You can dismantle several materials into Monster Hair: Troll Hide, Lock of Lamia Hair, Fiend's Eye (yep, it is hairy eye), Werewolf Hide, Nightwraight Hair. There could be more but these I had in my inventory.

Peasants have it at homes sometimes, sometimes in random containers, some merchants sell these.

Do you need simple Ruby or Flawless Ruby?

Several Armorers sell Flawless Ruby, Hattori or Armorer in Novigrad Hierarch Square for example. 2000+ gold for each. Or, as said above, you sometimes find them from random containers.

Monster hair can be obtained from dismantling or as a random drop. Think I've gotten it from monster nests as well as random monsters.

Rubies and other gems can be found randomly, or obtained from dismantling some rarer weapons or jewelry you find throughout (rings and necklaces, etc). NPCs also sell them, the best one I'm aware of is actually a merchant just north of Ursten in the northern part of Velen, he sells them for around half the price of Hattori and others.
