Towerful of Mice door, locked

So I said fine to Anabelle, and I had to go to bring her bones to Graham. But the door was locked. Tried jumping from the balcony with full health on the lowest difficulty, still died. So I replayed the entire thing again and said NO. So we go outside, battle her, I get Graham, bring him on the isle, go to the tower, the cutscene ends, and I have to exit the tower to tell Keira. It's locked. AGAIN. What the f*ck am I supposed to do? I dried glitching my way out but it's patched....

There are 2 exists, one is always locked (the exit opposite the basement door to the back stairs), I've never seen the other one (to the front stairs) locked.
