GeForce Now is a subscription service(I think is in beta now, so don't know about prices) from NVIDIA in which you have access to a number of videogames via streaming. Google it for more info, but it's a client-server way to run games: NVIDIA puts the hardware to run the games and you receive the image in your computer.
NVIDIA Shield: a console like device(though is way less powerful than a console) at which you can stream games either from your PC through GeForce Experience App or from GeForce Now.
I see your point. I'll try to ask them. I know that GFN is cloud computing.
But I thought maybe there some options like starting parametrs which are in steam options for the game...

The option is for any version of the game. Enabling the console is totally game related, it doesn't matter under which store client program you run the game.
I'd like to use the console to get some items before i start with the last DLC (blood & wine), i've already completed both the main story & hearts of stone and now i only have blood & wine left, but i'm afraid that my savegame will get corrupted or something if i add the debug console to the game, do you guys think it's safe & that nothing will happen to my savegame if i add it?
I'm only asking cuz i'd rather be safe than sorry and thanks.

I did the above mentioned and nothing worked - checked around through some files and folders and figured out the following: *Tested and it works!
if done in the initial folder path C:\Program Files (x86)\Steam\steamapps\common\The Witcher 3\bin\config\base - steam will update and replace your general file to its original state
