Merchants that sell maps for fast travel locations?

I have come across a merchant just as I arrived to Skellige that sold me fast travel locations, i'm wondering if there are merchants that sell the same thing for Velen and Novigrad.

I've only found them for Skellige. I bought them because I wanted to read the text, but I ended up traveling to all those locations the old fashioned way anyway before fast traveling to them. I like to take the long way when possible.
