HELP ME! Cat school Part 2 Trousers

I did play through the whole main story and skipped no quest. The cellar where you find the trousers in is always locked. There is no ladder leading to the cellar below. Is there a second way to get there?

Go down to the beach and enter the building that way. Find the cat symbol on the wall. next to it is a ladder going down the trousers diagram is behind a wall you'll need to activate a switch.(use your senses to find it. If your game is really bugged just forget what i said.

These witcher gear quests are really annoying. Vesemir should just give you schematics for Wolf school armor at the start of the game and let you build it along the way and upgrade it. Why the ♥♥♥♥ there is no schematics for wolf school? It´s asinine. The worst kind of fetch quest there is.
