How do I start "Ghosts of the past quest?"

I didnt have a Witcher 2 save file so I can't start the quest but does anyone know how to start it through console?

Propably not, as it requires Letho to be alive (by default, he is not). Not sure if that can be changed after save import/questions asked at Vizima.
