Blood and Wine not showing up?

started a new game and the blood and wine quest isnt showing up (but hearts of stone is) i know the DLC is working as i can start a new game with just blood and wine.

When I get to Velen I get the quest about Blood and Wine. Are you in White Orchard?

You have to complete a quest to rescue Dandelion before the B&W starting quest appears on the notice boards.

You can also start a new Blood and Wine game which gives you a character at level 35 with appropriate gear

This really put my mind at ease. Kinda freaked me out because I thought one of the two mods I'm running some how made it so I couldn't play Blood and Wine without starting a Blood and Wine game, which I REALLY don't wona do because I'm max level with max gear.
