Thanks for the advice, I found the problem though. When I was early in the game I had just entered Oxenfurt and decided to go on a stroll outside the city walls. There I encoutered a level 22 wolf (I was around level 11). I ran away because I obviously didn't want to get killed. I just went back to that same area and saw the wolf was still there ''chasing'' me. It got stuck in a barrel. Seemed as if the game thought It was chasing me to pretty much everywhere. Killed the foul beast and my problem was fixed. Weirdest bug I had in a game ever.
Every time your in combat in a city for example in novigrad the surrounding npcs do get scared whenever you are fighting a group of bandits.
The surrounding npcs are just programmed to act scared when your in combat.
Its just because the game thinks your still in combat.
I highly suspect you wouldnt have been able to meditate if you tried. Because you cant meditate while in combat.
The wolf bugging out bugged the game into thinking your still in combat. It intiated the bug. But not why the people were scared really.
Killing the wolf didnt get rid of npcs being scared. What got rid of it was you getting out of combat.
Skyrim was no different with the exception of npc being scared because the dragonborn was respected. So unless you were directly attacking the npc. they wouldnt care if you were still in combat. they even draw there weapons to try to help you.
So in skyrim if you ever got this bug. You would just notice the combat music wouldnt end.
But its literally the same bug.
Its just a bug that makes the game think your still in combat. Its no where near exclusive to this game. :)
it'd be much more realistic if npcs worried about big bad beast being around or people with weapons drawn but that'd be too much to ask ;)

. 1. People are afraid when your weapon is drawn or bandits weapon is drawn. You start walking with your weapon drawn they will get scared and guards wil attack you if you dont sheath your weapon. And ofcourse your weapon is drawn when your in combat.
2. It wouldnt be realistic for people to worry about big bad beast in cities and towns. As cities and towns would be the 1 place they would be safest. Only small beast like drowners ghouls specters with the biggest being a vampire. Are in any of the cities or towns. And there in the sewers. most often or in towns that once you kill them humans populate it again and never get attacked again.
how realistic would a npc running around screaming griffen in novigrad be when theres never a griffen there? And wouldnt ever be one because it would be immediately killed or driven off. Likely before it ever got past the walls.
reread what i wrote. realism = npc reacts what he sees. or hears. no big beast and no weapons seen => no worries. coding it as combat flag != realism. but there's no real dynamics in tw3 anyway so nothing surprising here :/
