I had the same issue just now, twice in a row (after adding mash, Geralt is just getting stuck in the animation mode, standing and doing nothing, and this animation is unskippable, you have to kill the game via Task Manager and reopen it again). Interestingly, this time I did exactly the same sequence as on my previous play through of the same quest a few days ago, and then it worked just fine (I had to return and redo it because I found out that there was a Viper silver sword in the HoS ending quest that I didn't know about and now needed to go back a few saves to grab, and then redo the Alchemy quest again).
After running into this bug, I returned to the save in front of the distillery cave, before killing the cyclope, and redid all the steps in what probably was the intended order (killed the cyclope, looted everything on the ground, tried the levers, then went into the hut to find and read the recipe & the log, then went up the ladder to the upper deck to find the mash and loot some more stuff, then proceeded to add the mash). This time the animation actually does something, Geralt said "Done" and you can ignite and heat it. On the cooling step afterwards, through, the levers, for some reason, needed to be engaged twice for the quest log to update (right, left, then another time right, then left) and after that it fills the barrel with the spirit.
