Use nexusmods.com for all your Witcher 3 mods. The Workshop is not enough for these complex mods, so it is not used.
Either install the mods manually and/or use Witcher 3 Mod Manager (not Vortex).
It's a bit more tricky than most games, especially the Workshop, but these mods are much better than what you would typically find in the Workshop.
i thought vortex replaced nexus mods?
Also if i do not want a installer like vortex or nexus mods do people manually download the mod file and place it in the install directory in a newly created "MODS" folder, meaning copy n paste or drag the mod file in to the mod folder and then the mod works?

Then you use standalone script merger to merge scripts, see conflicts and can be used to sort load order.
does the script merger sort the load order by itself?
what do u mean by script merging and how do u do it?
then i download the mods from nexus and unpack the rar file containing the mod in the "MOD" folder?
then i should see the mod activated
