Here is one (of many) mods I use that gives you more settings to fine tune your tweaking. You can edit and really crank up the settings here (if you PC can handle it) -

There are many many more tweaks on that page of the NVIDIA Tweak site, you have to scroll up and down the page for all of the other settings you need to be looking at. The link just happens to drop you to the shadow tweak portion of the many many settings and information you need. Scroll up and down the page, and more specifically, scroll up for the mipmap bias tweaks section that will help fix the blurriness draw distance to where it is clearer.
Also, that Increased draw distance mod does not work properly with the REQUIRED Modbootstrap and Utilities versions that were updated AFTER this mod was last updated (5 years ago). It will increase the draw distance of farther objects yet selectively and totally drop out of vision nearby buildings, bridges, etc. Make sure you are using a version of the ModBootstrap that will properly work with this draw distance mod (its buried somewhere in the many posts for the draw distance mod).
In other words, put a little bit of effort into what people are giving you here. To not actually scroll up and down that tweak site from NVIDIA shows you need to try a little harder.
Running out of VRAM can cause stutters and crashes. Some game engines will simply stop loading higher quality assets once VRAM fills up in order to try to maintain stability, which looks like what may be happening here.
