Nilfgaard's invasions may be violent, just as same as any medieval war. Do you think Nordlings don't murder, pillage and rape each other when one king wants to take some small county from his neighbor?
They don't genocide every ethnic group, just the ones that get rebellious.
I think based on the descriptions given both in the games and in books that Nilfgaard is clearly the more evil and brutal nation which is why Northern Alliances were able to be formed.

Do you know about Drakenborg? Building a concentration camp for non-humans isnt "carried out as official state policy" too?
