The Expansion Pass contains the two expansions, is cheaper than buying the expansions individually, and is for those who bought the ordinary version with only the main game. You need the main game to run the expansions.
As for the pricing, it is usually cheaper to buy a bundle than the items individually. I have had instances where it is cheaper to buy a complete edition of a game which contained all DLC than to buy the bits of DLC that I was missing. Always check what gives best value when buying and here that is the GOTY version which contains everything.
And wait for a sale if you can, it is usually much much cheaper!
Will it break the game cuz i bought the DLC i already owned in GOTY?
This way they can get as many people as possible to buy the same game.

..... and yes, buy the GOTY (which is basically the base game w/both DLC's)
If you buy the GOTY edition, you get everything from the store page, that includes the expansion pass. sound track is not included.
