Definitely give Enhanced Edition a shot, it has a series of mods in a pack that balances economy, combat, and removes leveling entirely. skill points will be only earned by using that certain ability/skill or places of power and you cannot replenish potions with base alcohols. you need to craft each potion to use only once and many more stuff. but you need to do a new game and it needs a lotta manual balancing as some of the monsters are really broken on vanilla settings of the mod.
go on nexusmods Enhanced Edition is quite easy to install considering the mod list it has inside its pack.
