Oof yeah that's indeed way too close, usually depth of field is noticeable at around 1-2 km away, really far off in the distance.
I know there is a mod that removes the gameplay DoF but leaves it in the cutscenes, you could try it out.

EDIT : Make sure to keep Depth of field enabled in the options so you keep the DoF in the cutscenes.

doubt it, the problem came after a quest in a 100 hour ongoing caimpaing,i looked around the forums and wasnt the only one to have such a problem right after the exact same quest, so i think its a game related issue not a graphical one.
There are good news though. Finally after hours of agonizing, I found that the blur and the fog...just goes away after a while...... maybe after 3 to 5 minutes worth of in game time after completing the quest... Being in menus or meditating doesn't seem to count so you actually have to let the in game time pass. If it doesn't go away after a while, then it is a bug. Luckily for me it just went away.
I hope this might help others like me who are quick freak out in the slightest sight of blurriness or other unusual things....
